National Energy Board Awards Liquefied Natural Gas Studies

The National Energy Board (NEB) of Canada has awarded ioMosaic Corporation two contracts to assist the Board with the review of the proposed Rabaska liquefied natural gas (LNG) project in Quebec. Rabaska is a partnership between Gas Metro LP, Enbridge Inc., and Gaz de France. The project includes a deepwater terminal capable of accommodating methane tankers transporting LNG and onshore storage and vaporization facilities. The NEB will examine the safety, engineering, environmental and economic aspects of the project.

ioMosaic will provide expert advice to the Board and Board staff on LNG design and operations issues as well as consequence analysis and modeling issues related to the project. The scope of work includes:

  • Examination of applications and submissions by Rabaska to the Board,
  • Identification of issues and concerns,
  • Recommendations regarding commitments made by the applicant and conditions that the Board should consider attaching to possible approval documents,
  • Recommendations to ensure these issues are fully addressed throughout the anticipated life of the project, and
  • Identification of any gaps in data, deficiencies and unsubstantiated conclusions.

Additionally, the study will focus on a wide range of issues that can impact safety such as the adequacy of company operating and maintenance practices, the adequacy of intervals related to construction and operational inspections, and an assessment of international regulations and standards that may contribute towards enhancing safety and reliability.

The initial task will be to provide training in LNG hazards and risks to NEB staff members
